Assessment of the Innovation Potential of University-Based Small Enterprises at Early Stages of Their Development

Abstract

Subject. The modern economy is characterized by the growing role of entrepreneurial initiatives based on the results of scientific research. The predominance of one-sided approaches to assessing the effectiveness of small innovative enterprises, the focus on homogeneous data, and the insufficient attention to the specific features of the university environment hinder the formation of a holistic and objective understanding of the state and prospects of university-based small innovative enterprises at early stages of their development.
Purpose. To justify a multi-criteria approach to assessing the innovation potential of university-based small innovative enterprises.
Methodology. We used methods of data analysis of scientific publications, university websites, and acceleration program websites of organizations in the Russian Federation. We also applied the method of studying activity products, including the analysis of working documents, performance results, and observation of work processes, as well as expert assessment, case analysis, mathematical statistics, machine learning, and conceptual modeling based on a systems approach and the identification of innovation life cycle stages.
Results. We proposed a new method of criterion analysis for assessing the innovation potential of university-based small innovative enterprises at early stages of their development. We tested the method on data from 70 university enterprises. The results confirmed its effectiveness and demonstrated that the use of machine learning (the random forest method) increases assessment accuracy.
Conclusions. The practical significance of the study lies in the development of a toolkit that can be implemented in university acceleration programs to provide more effective support for startups.
