Implementation of the "Healthcare" National Project: Assessment of the Achievement of Target Indicators

Subject. The results of the implementation of the "Healthcare" national project in the constituent entities of the Russian Federation and interregional differences in achieving its target indicators.
Purpose. To assess the achievement of the target indicators of the "Healthcare" national project at the federal and regional levels.
Methodology. The methodological basis of the study consists of methods of comparative, statistical, and structural-dynamic analysis, as well as the calculation of the ratio of actual and planned values of the target indicators of the national project at the regional level.
Results. We identified significant differences in the achievement of the target indicators of the "Healthcare" national project among the regions of the Russian Federation. It was established that in several key areas, including the reduction of mortality among the working-age population and from socially significant diseases, most regions did not achieve the planned targets, despite the positive dynamics of individual indicators.
Conclusions. The obtained results indicate the need to strengthen a differentiated approach to managing national projects at the regional level, to improve the monitoring system, and to form a unified database of regional and federal indicators to increase the effectiveness of national project implementation.
