The Tourist and Recreational Framework of the Orenburg Region as an Effective Mechanism for Managing the Socio-Economic Development of the Territory

The purpose is to develop a scheme of the basic tourist and recreational framework of the Orenburg region, taking into account environmental and economic conditions, as an effective mechanism for managing the socio-economic development of the territory with a functional focus on ensuring the ecological and economic stability of the region. Materials and methods. The research is based on comparative geographical and cartographic methods. Based on the results of field research, the authors presented a scheme of the tourist and recreational framework of the Orenburg region. The cartographic method of the study made it possible to visualize the results of the study. Results and discussion. The Orenburg region has a significant recreational potential, but does not fully use it in the development of recreation and tourism. In this regard, a new approach to the development of the tourist and recreational sphere is needed, in particular, the formation and further development of the tourist and recreational support framework of the region. The proposed scheme of the basic tourist and recreational framework of the region on the basis of economic and ecological frameworks allows us to form an understanding of the full functioning of the entire tourist and recreational sphere for subsequent effective management. Taking into account the assessment of tourist and recreational potential, the level of development of tourist infrastructure, natural, administrative, economic features of the region, the authors identified three ecological and economic areas (Western, Central and Eastern) as territories capable of performing key tourist and recreational functions. Within the designated areas, the basis of the tourist and recreational framework is identified - the core – existing or projected tourist and recreational clusters, protoclusters and localities. Each core corresponds to certain types of tourism. The tourist and recreational framework of the region is formed on the basis of the natural resource component, cultural and historical heritage, the peculiarities of the physical and economic geographical location of the region, the infrastructure component. Conclusions. The tourist and recreational support framework of the region in combination with the ecological and economic can be considered as a basic element of sustainable development of the territory. For the effective functioning of the tourist and recreational framework of the region, it is necessary to conduct a far-sighted regional policy.
