On the Functional Structure of the Economy of Russia's Major Agglomerations in the Context of Increased Geoeconomic and Geopolitical Risks

The aim of the paper is to identify the features of the functional structure development in the conditions of changing patterns with regard to the national development goals on the basis of documents with emphasis on the functions of agglomerations and on the change of patterns. It is of a staged nature and is devoted to identifying the peculiarities of the development of the functional structure of the largest agglomerations in the conditions of changing technological patterns and increased geo-economic and geopolitical risks. Materials and methods. The basis is strategic documents; the ranked list of RBC-500 (2022), as well as the rating of Russian fast-growing companies (Techuspeh-2014, 2020) and the rating of 100 IT-companies of the Russian Federation. Results and discussion. Despite the fact that agglomerations in Russia are not the subject and object of management, they are included in the strategic planning system of the Russian Federation. The documents characterizing the socio-economic development of urban agglomerations note their decisive role in the development of the social sphere, higher education system, and tourism. Conclusions. Under the conditions of increased risks, they are both sources of impulses for renewal / modernization and impulses for preservation of the hardened structure of the economy. Companies of 5-6 patterns (RBC-500), fast-growing companies (Techuspech-2014 and Techuspech-2020) and companies from the rating of 100 IT-companies of the Russian Federation are able to lay the foundations for transformation of the functional structure of these agglomerations. The presence of objects can be considered as prerequisites affecting the functional structure of agglomerations.
