Тhe article analyzes the theory of political culture by the British political philosopher Stephen Welch. His criticism of classical approaches for their inability to explain the dual nature of political culture – its simultaneous stability and variability – is considered. The dualistic ontology proposed by Welch occupies a central place in the analysis, dividing culture into practical and discursive levels. The rationale for this dichotomy is traced through Welch's appeal to philosophical (L. Wittgenstein, M. Polanyi) and psychological arguments. Next, it is demonstrated how this ontology explains the dual dynamics of culture: inertia is associated with the practical level (the paradigm of "skill"), and variability with the discursive (analogy with the "market of values"). In conclusion, the theory is evaluated, its strengths in solving the paradox of stability/variability and weaknesses associated with reliance on controversial psychological data are noted.
