Исторический аспект возникновения и развития уголовно-правового института противодействия терроризму в российском законодательстве

Рассматривается история возникновения и развития уголовно-правовой регламентации противодействия терроризму. Проанализирована эволюция российского законодательства от первых упоминаний в Уголовном уложении 1903 г. до современных антитеррористических законов. Сопоставляются различные научные подходы к генезису терроризма и его периодизации, а также дискуссионные вопросы квалификации исторических событий как террористических актов. Особое внимание уделяется роли государства в реагировании на террористические угрозы и формировании законодательной базы для противодействия терроризму.
