Subjects of public administration in aviation security

Abstract

The article presents the results of the analysis of scientific views on the definition of the concept of ‘public administration’. Public organizations performing public functions are proposed to be considered as subjects of public administration along with public authorities. Particular attention is paid to the subjects of public administration in the field of aviation security. The author presents her position on the system of these subjects and distinguishes three levels of public administration.
