Abstract

The paper outlines the problem of determining the range of subjects of modern management of innovation activity and the development of economic relations, determines the role of the state and its institutions in ensuring the effective functioning of the national innovation system. The state is considered as a managing subject for the implementation of innovation policy, which predetermines the need to improve the mechanisms of state incentives for the creation and implementation of innovations. Among the main elements of the management of innovation activities, legal means are identify ed. The development of legal instruments for managing innovation activity should contribute to positive changes in the economic sphere of public life. These changes are possible not only with the active participation of the state as a governing body in the fi eld of innovation policy, but also with the strengthening of its role as an organizer of mechanisms that favor the initiative innovation activity of business entities. Legal means of improving innovation management are proposed, which make it possible to increase the effectiveness of innovative development of the economy, taking into account the determination of the possible limits of state participation in solving this problem.
