The law directly affects national security and ensuring national interests: one or another legal infl uence, exerting not only regulatory and organizing, but also stabilizing, as well as stimulating infl uence on public relations, can facilitate or hinder the achievement of objectively signifi cant public goals and the fulfi llment of state tasks. Forming a sense of justice and a general legal culture, law creates a particular system of public relations that directly affect the realization of the interests of citizens, and, consequently, their behavior: attitude to the existing rule of law, law-abiding, activity and initiative. The legal system based on the recognition of the priority of human rights over other social values is a powerful factor ensuring the progressive development of society and the success of the state. Contributing to the realization and protection of national interests, the right of a modern democratic rule of law, which determines the direction of its character, methods and techniques for achieving goals, is itself a state treasure and a civilizational value that requires protection. The state is able to effectively protect its national interests only when citizens feel comfortable in it, and society is not torn apart by contradictions.
