Abstract

The author analyzes the constitutions, laws on the capital-city status, on administrative and territorial division, and on local self-government in the CIS countries. The author considers the identity of the main provisions of the laws on the capital-city status in a number of countries as a manifestation of the legal systems convergence in the CIS countries and as one of the main characteristics of the legal regulation of the capital-city status. There are conclusions in the paper about the granting of a special status to the capital-cities in connection with the implementation of the capital-cities functions and the low degree of independence of local self-government bodies in the capitals, which could be explained by the increased attention of state authorities.
