Abstract

The analysis of key trends in reforming such main elements of the system of administrative law in Russia as positive public administration, administrative responsibility law and administrative proceedings is carried out. The conclusion is made about the non-universality and technocratic nature of the previously carried out, as well as currently implemented, administrative reforms. The conclusion about the need for a more consistent emphasis on the human rights goal in the framework of the transformation of administrative law and the public administration system of the Russian Federation is substantiated.
