The operational headquarters is an important element of the system for preventing and eliminating crisis situations. The article compares the administrative legal personality of the operational headquarters, created during the period of establishing a special regime associated with the occurrence of biological risk and (or) in the conditions of a biological threat, with the essential features of an executive authority in order to determine their place and role in the system of operational management bodies. The author's approach to understanding this institution, based on the identification of the legal nature, the goals of creating operational headquarters, the principles of activity, the analysis of the structure, the competence of operational administration.
