Power as a precondition of governance

Abstract

The issues of correlation of power and control are considered. An attempt has been made to comprehend the main purpose of power, which creates conditions for the emergence and existence of management. It is emphasized that the lack of proper management leads to crises, conflicts, social tensions, and most often it is the authorities who are to blame. The subject of power acquires social meaning when it turns into a subject of control and becomes a link in the implementation of the laws of social development.
