The term of the licensing of the educational activities in the field of higher education

Abstract

An effective educational policy is one of the backbone principles of sustainable development of the state, which is especially important in the era of challenges that Russia is facing today. Along with the undoubtedly creative nature of educational activities, which are characterized by flexibility and an individual approach to each student, public administration plays an important role in the development of the considered sphere of public relations. Licensing and permitting proceedings in this case act as a starting point, forming, on the one hand, the basis for the realization of the right of citizens to quality education, and on the other hand, providing the necessary connection between the demands of society and the state for qualified specialists and the resources of the educational system. A transparent, uniform conceptual apparatus serves as the basis for legal regulation in any field, and one of the basic concepts is the definition of licensing educational activities in the field of higher education, the formulation of which is devoted to this article.
