International standards of urban development and ensuring the rights of urban population as guidelines for public authorities of the Russian Federation

Abstract

The article analyzes international acts of universal (UN) and regional (Council of Europe, EU, CIS) levels of urban development and ensuring the rights of urban population, and determines the possibility of their perception by public authorities of the Russian Federation. The international documents reviewed in the article are mainly of a recommendatory nature for Russia. At the same time, it is shown that they could be taken into account by public authorities in improving legal regulation and law enforcement.
