Competence of the president of the Russian Federation in the field of organization of training of scientific and pedagogical personnel: current state and implementation issues

At the current stage of the development of the state, the initiative of the President of the Russian Federation is a catalyst for the efforts of the entire system of public administration, as well as the legislative power to develop approaches to the formation of a new model for the organization of higher education and the training of scientific and pedagogical personnel. This was manifested in the introduction of an experimental legal regime aimed at testing new levels of vocational education. Also relevant is the question of the implementation of the incentive method in the training of scientific and pedagogical personnel. The article formulates conclusions on the expediency of supplementing the legislation on education by clarifying the powers of the President of the Russian Federation in the fi eld of educational experiments, as well as on the need to improve legal policy in the fi eld of stimulating research activities of graduate students and doctoral students.
