About management, power, and councils: the scientific legacy of V. S. Osnovin and his projection into the present

Abstract

The article is devoted to some theoretical and practical aspects of social management, the exercise of state power in the Soviet period, the characteristics of the Councils of People's Deputies as public authorities, set out in the scientific works of Professor V. S. Osnovin, as well as an assessment of their relevance and significance for the current stage of reforming the system of public authority in the Russian Federation.
