This article examines the scientific judgments of V. S. Osnovin, set out by him in the framework of a legal analysis of the peculiarities of the functioning of the electoral system, including the related theoretical and practical problems of the formation and activities of representative bodies of public power. The depth of the issues raised by the scientist helps to maintain the relevance of the conclusions he made to this day. The significance of the scientific heritage of the state constitutionalist acquires particular relevance when considering modern institutions of public law: from the distinction between procedural and procedural aspects of legal regulation to issues of independence and interaction between state authorities and local self-government, as well as problems associated with defining the boundaries of discretionary powers in their activities.
