Abstract

The article is devoted to the problem of delimiting the responsibility of the federal executive authorities of the Russian Federation and the state authorities of the constituent entities of the Russian Federation for the exercise of delegated powers. The author substantiates the delimitation of responsibility between federal executive authorities and state authorities of the constituent entities of the Russian Federation for the exercise of delegated powers through the theory of positive and negative responsibility by analyzing the institution of monitoring the effectiveness and quality of the exercise of delegated powers, the institution of their withdrawal, constitutional, legal and financial measures provided for by law. responsibility of federal executive authorities and public authorities of the constituent entities of the Russian Federation.
