The use of digital technologies in public administration as a new vector of legal understanding

Abstract

The scientific article analyzes the issue of the use of digital technologies in public administration, concludes that it is necessary to form a systematic and uniform approach to the study of this process. Attention is drawn to the importance of a unified content of the terminology used in this area in order to prevent the substitution of terms. The various risks of introducing "figures" into the sphere of public administration are analyzed, including the risk of increasing legal conflicts in this regard. The article substantiates the need to assess the impact of digitalization or digital transformation on a person in two aspects: as a consumer of the results of activities carried out using "numbers", and the person who actually carries out this activity using digital technologies.
