Youth parliamentarism: from an idea to a sustainable regulatory model

Abstract

The article analyzes the ideological basis of the formation of youth parliamentarism as an autonomous political and legal phenomenon, as well as the specific historical prerequisites for its formation. The authors propose a theoretical concept according to which, in a practical sense, youth parliamentarism arose in the second half of the twentieth century, but the theses on the direct participation of the youth community in the life of the state and the solution of various managerial issues arose in the ancient period. The importance of the dual component in the relations between government agencies and youth is noted, expressed in a system of compromises, mutual rights and obligations, as well as legal guarantees of youth activity in the administrative sector.
