It is provided a historical excursion into the emergence of administrative liability and the judicial procedure for bringing it to justice in the RSFSR. The author argues that historically domestic judicial proceedings in cases of administrative offenses did not arise as a typical jurisdictional activity, but represented an independent procedural form of administrative justice.
