Abstract

The article presents the experience of quantitative analysis of the decrees of the President of the Russian Federation adopted from January 1, 1994 to December 31, 2021. The author analyzed 6,104 decrees. They are classified into thematic blocks, within which narrower content groups are highlighted. This method of analysis, which the author calls the method of constitutional statistics, allows us to identify the main directions of presidential rulemaking and their proportions. The author also evaluates some groups of decrees in terms of their compliance with presidential competence.
