Axiological aspects of discretionary powers of the head of state in the context of the protection of constitutional human and civil rights

Abstract

It is focuses on a number of axiological aspects of the discretionary powers of the head of state. It is concluded that discretion in the exercise of the powers of the President of the Russian Federation is a necessary tool to eliminate legal uncertainty.
