Abstract

The article analyzes the problems of administrative and legal regulation of the use of personal mobility devices (PMD) in road traffic in Russia. The changes made to the Road Traffic Regulations are considered, including definitions of PMD and basic standards for their operation. Despite the update of legislation, there are still gaps in regulation concerning the lack of clear rules of use, technical standards and legal liability of users. Recommendations for improving legal regulation are proposed based on the analysis of judicial practice and scientific research.
