Administrative and legal bases of interaction between police and youth: current state and ways of development

The article analyzes the current state of interaction between the police and youth public associations in Russia. On the basis of specific empirical data, separate forms of interaction between the police and youth public associations of law enforcement orientation, including student police assistance units, have been studied. In order to solve problematic issues of research and identify promising areas of interaction between the police and youth, the author conducted a selective survey of employees of the territorial bodies of internal affairs of the Tambov, Tula, Lipetsk, Voronezh, Vologda and Kursk regions, as well as a survey of high school students in Voronezh. The current problems of police and youth interaction have been identified, including the insufficiency of the administrative and legal foundations for regulating police and youth interaction, the underdevelopment of forms of police interaction with youth public associations of a non-legal nature, the lack of effective administrative measures to protect and encourage young people to participate in such associations and cooperate with police units in general. Conclusions are formulated on the need to develop a partnership model of interaction between police and youth, a concept of interaction between youth and law enforcement agencies is proposed, the advantages and prospects of expanding areas of cooperation between police and youth in modern society are described. Amendments to federal legislation and departmental regulatory legal acts have been proposed, additional administrative and legal guarantees have been developed for the support and protection of members of law enforcement-oriented youth public associations.
