Abstract

The problems related to the reform of the territorial organization of local self-government in Russia analyzes. The provisions of the new federal legislation that establish the conditions for the transition to a single-tier system of municipalities are analyzed, various points of view of scientists on the possible prospects for this transition are considered, controversial situations in the subjects of the Russian Federation are noted, in which the opinion of the population is ignored when making appropriate decisions, proposals are formulated to improve Russian legislation on this issue.
