Adaptation of experimental legal regulation to achieve national goals of development of the Russian Federation

It is analyzes the current situation with changes in normative legal regulation and its instruments, including experimental legal regimes, under the influence of technological development. It is substantiated that the adaptation of legal regulation to technological and geopolitical challenges should be based on an anthropocentric conservative approach, and the goal-setting itself in the field of technological development, including digital technologies and digital transformation, should be based on traditional legal values. Elements of a public-law mechanism for ensuring the achievement of national development goals of Russia have been developed, including the coordination of the goals of rule-making plans, the goals of other regulatory legal acts, as well as orientation towards assessing the achievement of national goals of traditional procedures for monitoring law enforcement and assessing the actual impact. Based on these elements, a set of proposals has been formulated to improve the current legal regulation and the practice of applying experimental legal regimes to ensure the achievement of national development goals of Russia.
