Abstract

The article examines the issues of public law regulation of the order of stay of foreign citizens and stateless persons in the Russian Federation. Various approaches to defining basic definitions in the field under study are analyzed. Modern scientific views on the course of migration processes are considered, and their author’s definition is proposed. The author substantiates the conclusion about the need for effective public administration of these processes in order to achieve a balance with national interests and minimize the negative consequences of migration.
