Reauthorization between national and local government bodies: risks in the conditions of the reform of local self-government

Abstract

The article is devoted to the specifics of the regulation of the reauthorization between local and public authorities in Russia. Based on the study of the provisions of the Federal Law No. 33-FZ of March 20, 2025 «On the general principles of the organization of local self-government in the unified system of public authority», conclusions regarding the lack of criteria of expediency and effectiveness of reauthorization and diminution of the role of municipalities in resolving issues of local importance were drawn, the ways to address the identified vulnerabilities of the updated regulation were proposed.
