Reforming the system of state control and supervision from the point of view of influence on administrative and legal institutions

In the context of reforming the domestic system of state control and supervision, many traditional administrative-legal institutions are changing under the influence of these processes. This article attempts to identify trends in the transformation of such institutions as complaints, administrative liability, administrative procedures, administrative acts, and administrative contracts under the influence of the reform of control and supervision mechanisms. The aim of this study is to identify trends in the transformation of several administrative-legal institutions in the context of the reform of state control and supervision. The research methods used included systems and comparative analysis, the structural-diachronic method, and methods of legal formalization, structuring, and classification. The results of the study include provisions on changes in legal regulation and scientific understanding of several key administrative-legal institutions under the influence of the reform of control and supervision legal relations. It is concluded that the institution of appeal is positioned as a stage of control and supervision, and the right to complain is part of the legal status of the supervised entity. The predominance of a procedural understanding of regulatory and supervisory activities is substantiated, and the liberalization of administrative liability in the economic sphere and the expansion of contractual principles in modern regulatory and supervisory mechanisms are highlighted.
