Legal framework for improving the system of administrative and legal support for innovation activity related to the Russian Federation's participation in the CIS and EAEU interstate associations

Abstract

This article examines the legal framework for improving the administrative and legal support for innovation activity in the context of the Russian Federation's participation in the CIS and EAEU. It analyzes the provisions of key international legal acts that facilitate the formation of a common scientific, technological, and innovation space among the member states of these associations, and examines practical examples of their implementation. It is noted that the CIS has the most developed legal framework; however, it still faces the problem of the gap between intentions of cooperation and actual cooperation. At the same time, the EAEU acts are directly applicable, which facilitates the successful practice of project subsidies; however, the organization's activities are still in the initial stages of integration. The article substantiates areas for improving legal regulation in this area, including centralizing national regulation, harmonizing strategic planning documents, and optimizing financial mechanisms.
