Negative consequences of simplifying the institute of state and municipal services

The author examines the process of simplifying the provision of public and municipal services that has been taking place in the Russian Federation over the past decade. Without denying the positive effect of simplification, the influence of simplification of the institution on the independence of executive authorities, the activities of civil servants, and the formation of legal awareness is critically considered. The necessity of taking into account legal and non-legal risks when making decisions on simplifying the procedure for obtaining state or municipal services is substantiated.
