Based on a comparative legal analysis of the judicial and financial reforms of the 1860s and modern Russian legislation, the article draws conclusions about the common problems that were characteristic of the previous historical period and the present time, taking into account the provisions and scientific views reflected in the works of Professor Mikhail Grigorievich Korotkikh.
