«Law enforcement» and «law enforcement bodies»: conceptual analysis

The article is devoted to the analysis of the concepts of «law enforcement activities» and «law enforcement agencies». It is argued that the lack of official definitions leads to terminological pluralism in the doctrine and creates practical problems in delineating the powers of state agencies. Based on comparative legal and functional research methods, the article identifies the characteristics of law enforcement activities and law enforcement agencies. As a result, a theoretical model of the law enforcement system is proposed, which is based on the principle of functional specialization of agencies while maintaining the unity of legal protection goals.
