Abstract

The article analyzes the legal regulation of elections to the Moscow City Duma. Particular attention is being paid to the consideration of various electoral systems in the elections to the Moscow parliament and their impact on the result. The authors consider the various aspects of the main electoral systems, highlight trends in the transformation of the electoral system, analyze the potential effects of electoral systems, including the impact on the party system. The authors also analyzed the electoral systems used in the elections of the representative bodies of European capitals. As a result of the analysis, the authors come to the conclusion that it is advisable to return the mixed electoral system at the elections to the Moscow City Duma, as the most representative for such a metropolis as Moscow.
