Abstract

The article analyzes the trends in the evolution of the scope of the Code of Administrative Proceedings of the Russian Federation, adopted in 2015. One of the main problems is the definition of the procedural law applicable to administrative cases related to civil law requirements. The established legal regulation and judicial practice, based on considering such cases according to the rules of civil proceeding legislation, are criticized. Proposals for improving of administrative proceeding legislation and judicial practice in terms of jurisdiction of administrative cases are formulated.
