The impact (influence) of constitutional novels on legal regulation of public administration in modern Russia

The article is devoted to issues of influence of constitutional novels which reform the public authority and public administration. The article proposes a new classification of constitutional novels in relation to the tasks of public administration. We highlight the importance of inclusion of the stated novels into Russian Constitution aims to create conditions for: 1) sustainable economic growth of the country and improving well-being of its citizens, 2) mutual trust between the state and society, 3) guarantees of dignity protection for citizens and respect for «man of work», 4) tasks to ensure a balance of rights and responsibilities, 5) social partnership, 6) economic, political and social solidarity. A proposal has been made to develop the mechanism for assessing the effectiveness of government administration bodies using constitutional novels. The influence on new formulations and application of the chapters 1 and 2 of the Constitution of the Russian Federation in public administration is analyzed. Author suggest improving some state administrative procedures in educational, cultural and healthcare fields using system interpretation of Constitutional novels, existing laws and other regulatory acts.
