In the paper the problem of confederal units’ sovereignty in forms of secession and nullification is exposed. By analyzing the texts of confederal agreements and the historical experience the author verifies the conceptual possibility of confederal units having related rights. As a result of the research the conclusion was made that confederal units do not reserve the rights of secession and nullification.
