History and modernity of the development of the state veterinary service and state veterinary control (supervision) in Russia

The prerequisites for the emergence and development of veterinary medicine in Russia, its relationship with other sciences, the reasons for the creation and powers of the state veterinary service, the problems of state veterinary supervision (control) when using the GIS "Mercury" and introducing a risk-based approach as part of the reform of control and supervisory activities are studied. It is noted that the legislative consolidation of the powers to exercise state veterinary supervision (control) at the federal level eliminated the longterm problem of dual veterinary supervision (control) in the constituent entities of the Russian Federation, where veterinary supervision was carried out by the Rosselkhoznadzor and the state veterinary services of the constituent entities of the Russian Federation without separation of powers. It is proposed, in order to reduce the administrative burden on economic entities and increase the level of efficiency of veterinary control and surveillance activities, taking into account the International Conventions in the field of veterinary medicine, to limit the scope of legal regulation of the activities of the state veterinary service and state veterinary supervision to issues of animal health and ensuring epizootic welfare on the territory of the Russian Federation.
