On the formation of the theoretical foundations of the state civil service in the Russian Federation

Abstract

This article deals with theoretical issues of the formation of the public civil service, the relationship of concepts. In addition, the author has a special place to consider the legislation of some foreign countries. In the study of the civil service, the author also takes into account the established foreign practice and the approaches of foreign countries to its legal regulation. Such a comparative legal analysis allows us to subsequently determine both the positive and negative features of the national legal regulation of public relations developing within the framework of the civil service.
