Abstract

In an attempt to keep up with the advanced countries in matters of digitalization of the economy (currently the lag is estimated to be about 8 years) our state at the present stage of development has identified as a priority task the development of digital transformation in Russia, expressed in achieving «digital maturity» of key sectors of the economy, including the social sphere. The widespread use of restrictive measures related to preventing the spread of COVID-19 coronavirus infection, expressed in maximizing the minimization of personal reception of citizens, on the one hand, sharply increased the interest of citizens in exercising their rights and obligations through information channels, and on the other hand, prompted the state to translate into a «digit» an increasing number of areas for the relationship between the state and citizens. According to Prime Minister Mikhail Mishustin, digital solutions have become the main link of society in the conditions of the pandemic and have made it possible to ensure the work of all state bodies. The state pays special attention to the digitalization of the social sphere. A clear example of this is the «presidential payments» for children, which were carried out without a personal request from citizens for their receipt, the introduction of electronic workbooks, the proactive issuance of a certificate for maternal family capital, etc. The article deals with practical and theoretical issues of the realization of social rights of citizens using digital platforms, not excluding personal appeals of citizens in conflict situations: realities, problems and prospects.
