Effectiveness assessment of the contractual system in the procurement sphere

Abstract

Purpose: At the moment, in order to provide budget savings, an efficient system of procurement of goods, works, and services for provisioning governmental and municipal needs has to be created and developed at the national level. The author develops a comprehensive approach to assess the purchasing system and specifies key indicators for the contractual system procedures. Discussion: A number of Russian and international scientists have been studying these issues and have distinguished the principles of efficient procurement. However, the author marks the need to determine the qualitative assessment indicators for the procurement system of goods, works and services. The assessment of the contractual system should be determined by Russian legislation and the common international standards using the principle of efficiency. Results: the author described the assessment indicators corresponding to the principles of an effective contractual system in the procurement sphere of goods, works and services.
