Methodological approach to assessing the efficiency of state support for agriculture

Importance: the subject of this study is theoretical and methodological approaches to the problem of adequate assessment of the effectiveness of state support provided to agricultural producers. Purpose: systematization of theoretical views on the problems of determining and quantifying the effectiveness of measures and projects within the framework of national and regional agricultural policy. Research design: general scientific methods were used – deductive, inductive, systemic, etc. Approaches to the formation and selection of efficiency criteria significantly depend on scientific schools of economic theory and management, that is, on the general theoretical and methodological background, and the authors do not see the need to deviate from classical economic and mathematical interpretation of the term. Results: in relation to state support for agriculture, a three-fold approach to identifying and analyzing effectiveness was proposed, which assumes that measures have delayed, economic and social effectiveness. Although the study did not compile an exhaustive list of indicators of the effectiveness of state support measures for agriculture, for each of its three types quantifiable parameters were recommended, characterized by ease of calculation and availability of initial information for them. The proposed set of indicators allows for practical express analysis of the effectiveness of state support for agriculture.
