Relationship of budget legislation with the legislation of the Russian Federation on the contract system

Abstract

Importance: budget legislation and legislation on the contract system in the Russian Federation. Purpose: study of the Budget Code of the Russian Federation and the Federal Law of April 5, 2013 № 44-FZ «On the contract system in the field of procurement of goods, works, services to meet state and municipal needs» in interrelation. Research design: To more effectively perform functions and tasks, states need to attract funds for the purchase of goods, works and services. For these purposes, there is a special mechanism for conducting procurement for government needs – the contract system. This area often becomes the object of attention not only of scientists and practitioners, but also of the general public, journalists, and politicians, since a significant part of budgets is spent through the conclusion of state and municipal contracts: according to the Russian Ministry of Finance, in the nine months of 2023, 2 were concluded. 4 million contracts worth 8.5 trillion rubles, which is 12% and 11% more than the same figure for 2022, respectively. Results: a study was conducted of the peculiarities of the functioning of the contract system within the framework of financial (budgetary) legal relations, and also the mechanism for exercising financial control in the field of procurement of goods, works, and services was studied.
