Formation of an integrated system for managing support measures within the framework of the industrial policy of the city of Moscow

Abstract

Importance: а feature of modern management of measures to support industrial enterprises is the difficulty of harmonizing the interests of all participants in the production and economic development of a particular territory within the framework of the implementation of state industrial policy. At present, under the influence of a significant number of these factors, including the formation and implementation of models for the greening of production activities, social responsibility of business and public-private partnerships, there is a scientific rethinking of approaches and methods for managing the functioning and development of national socio-economic systems. In the new paradigm of social relations, the state remains the leading economic agent, but its role and place in the macroeconomic system are changing. Flexible management methods based not on directive, but on motivational and stimulating influence on the activities of economic agents are becoming more and more popular. Purpose: the purpose of the study is to search for the causes of imperfection the existing system of measures of state support for enterprises in the course of the implementation of industrial policy and the development of a more advanced integrated system for managing measures of state support for enterprises in order to comply with the goals of the industrial policy of the city of Moscow. Research design: in this study, certain general scientific methods were applied, for example, historical analysis, analysis and synthesis of information to identify the specifics of the content of industrial policy at different levels of management, system analysis to classify state support measures according to various characteristics, abstraction to describe individual characteristics and concepts. In addition to general scientific methods, the study used the method of searching for unstructured information, its processing for the analysis of complex relationships between data. Results: The article presents the author’s vision of the content of a more advanced system for managing measures to support industrial enterprises in the city of Moscow and a system for evaluating indicators for selecting recipients of support and making management decisions on the implementation of industrial policy.
