Abstract

Importance: the subject of the study is organizational and economic relations that mediate the influence of public authorities on the processes of formation and development of clusters in the region. Purpose: substantiation of practical recommendations for the improvement cluster policy in the Voronezh region. Research design: as part of the study, an assessment of the cluster policy currently being implemented in the Voronezh Region is given, and problems limiting the processes of cluster formation and development in this region are identified. Taking into account the experience of advanced Russian regions and foreign countries, the main directions for improving the cluster policy of the Voronezh region are substantiated. In the course of comparative analysis of Russian and foreign practice of cluster policy implementation, its productive elements were identified. Benchmarking of Russian and foreign practices of cluster policy implementation allowed to select its achievements and develop measures for their adaptation to the peculiarities of the Voronezh region. Results: the set of productive elements of the Russian and foreign government support practice of the processes of formation and development of clusters in the regions, established in the course of the research, filled the information base for justification of a number of practical measures to improve the cluster policy in the Voronezh region.
