Abstract

Importance: economic, geopolitical and international factors that hinder or facilitate effective cooperation in the environmental sphere and influence the formation of the global climate agenda. Purpose: to characterize the main trends in the global climate agenda, to analyze the economic and political complexities of the international environmental integration. Research design: the materials for the article were open domestic and foreign sources, statistical information and data from official internet pages of global environmental conferences, publications on the topics of lowcarbon economy, decarbonization, reports of international, foreign and Russian analytical structures and departments. Methods of comparative analysis, analysis of the current situation and generalization of information were used. Results: using the example of the analysis of international climate conferences, the main reasons for the weak effectiveness of international climate cooperation were formulated in the context of economic, domestic and foreign policy factors. Based on a comparative analysis of the basic climate agreements, continuity and gaps in the implementation of global environmental policy were identified. It was determined that the political-institutional and regulatory frameworks of climate agreements demonstrate the absence of universal economic and political mechanisms for solving climate problems. Economic solutions in the climate sphere are complicated by the politicization of the climate agenda and an unfavorable international situation.
