Importance: the choice of a specific set of tools is primarily determined by the fundamental principles of enterprise competitiveness management and lies in the versatility of the goals to which the management impact should be directed – these are goals, choices, resources and efficiency, personnel, mission. Each of these aspects requires careful analysis and evaluation in order to form strategic objectives and plans, as dynamically changing environmental conditions create additional risks for achieving the targets of an industrial enterprise. Purpose: to determine the instruments for regulating the mechanism of increasing the competitiveness of industrial enterprises in the context of import substitution. To analyze the competitiveness of an industrial enterprise based on PEST analysis, using the example of FPC KOSMOS-NEFT-GAZ LLC. Research design: the research papers of scientists dealing with the issue of enterprise competitiveness actually do not take into account the specifics of the work of domestic enterprises in the context of an accelerated policy of import substitution of technologies and products. Results: the instruments for regulating the mechanism of increasing the competitiveness of industrial enterprises in the context of import substitution are used for the effective functioning of import substitution in industrial enterprises of our country and, as a result, to increase their competitiveness and demand for domestic products in domestic and foreign markets.
