KPI system in assessing the achievement of key performance indicators of state commercial organizations

Importance: KPI system for assessing the performance of stateowned commercial organizations. Purpose: to develop a KPI system for commercial organizations in the public administration sector using JSC Gazprom Diagnostics as an example. Research design: the feasibility of using the key performance indicators system as an indicator for assessing the performance of employees and structural divisions of state commercial organizations in achieving the current and strategic goals of the company is substantiated. The analysis of regulatory legal acts of the Russian Federation in terms of establishing key performance indicators for state commercial organizations is conducted. As a result, it was found that the Government of the Russian Federation centrally establishes key financial and economic performance indicators. At the same time, industry target indicators are developed and approved by state joint-stock commercial organizations independently, taking into account industry specifics, departmental development programs and national development goals of the Russian Federation. Results: three groups of key indicators (economic, technical and organizational) are proposed for JSC Gazprom Diagnostics, which is a subsidiary of PJSC Gazprom. The recommended indicators correlate with the specifics of the activities of JSC Gazprom Diagnostics, are compiled taking into account the objectives of the State Program of the Russian Federation “Federal Property Management”, the OECD guidelines, the requirements of the Methodological Recommendations of the Government of the Russian Federation for Establishing Key Performance Indicators for State Commercial Organizations. A methodology for assessing the achievement of key performance indicators and a system of material incentives for employees based on the KPI system is proposed, allowing for the assessment of the contribution of employees and structural divisions to the achievement of key performance indicators of the company. The methodology is universal and can be applied in the activities of various state commercial organizations regardless of their industry affiliation and specifics of the activity.
